Assuming constant underreporting between 2019 and 2023? the combination of strong employment dynamism and strong underreporting in the EEC leads to these three categories contributing +180?000 jobs to the divergence between the two sources.
Alternates: under-reporting is more frequent when the person concerned does not respond directly
In the case of work-study students? under-reporting of employment in the EEC can have several causes.
It is thus much more frequent in the case of a response by “proxy”? i.e. by a person living in the same home as the person concerned (for example if a parent responded in place of the young work-study student) (figure 4).
Furthermore? due to the way in which work-study programs are organized? which combines periods in the company and periods of training? it is likely that if the week of questioning in the EEC falls during a period of 8 experiences to live (only) in winter in montreal training? the respondent (or their close relative) will indicate that they did not work during that same week? contrary to the explicit instructions in the questionnaire which are in line with the European recommendations for measuring employment within the meaning of the ILO.
This hypothesis is reinforced by the fact that? among work-study students? under-reporting is higher for apprentices than for beneficiaries of a professionalization contract? whose time spent in training is often shorter than that of apprentices.
